Late 19th century/early 20th century. He is from Hamburg. Probably used as a model to make hats. It is delivered mounted on a base that does not look old, like the head. It is 24 cm high (28 with the base), 12 wide and 16 deep (1 kg). As seen in the photos, the head has small holes, defects in the nose and cracks, including a large one (see photos).
