Painting on panel early twentieth century

It is an oil painting on panel put in a beautiful wooden frame with moldings. The table is signed. Painter = ernest perier. It represents a painter who paints himself while contemplating the flood of the seine in 1910. The painting is of dimension 46x 55cm. The painting has a certificate of authenticity (see photo). I bought this painting more than 30 years ago from an antique dealer.
